Update Regarding Guidepost Solutions Gatlin Report

Unrelated to allegations of sexual misconduct made against Jackson Gatlin, claims of misconduct related to the translocal leadership of Michael and Brenda Gatlin have emerged from current and former Duluth staff and other Vineyard pastors. The allegations were communicated through various channels, including direct reports to Vineyard USA (VUSA), posts to online platforms, and submissions to VUSA’s hotline through Guidepost Solutions (GPS). Acknowledging the need for a thorough review, Vineyard USA engaged GPS to investigate allegations of leadership misconduct. The final report was completed and provided to Vineyard USA on October 10, 2024. That report can be viewed here.
The report was produced from information provided during interviews with more than 35 individuals and describes patterns of toxic leadership and spiritual abuse by Michael and Brenda Gatlin consistent with those previously identified in the report published by Godly Response to Abuse in the Christian Environment (GRACE). Such behavior is a betrayal of the conduct expected of Vineyard leaders at any level.
To the reporting victims of leadership misconduct: Vineyard USA would like to offer our deep appreciation to all those who courageously participated in the process. Our heart goes out to those who were hurt by the conduct described in the report.
For those who participated in this investigation process, Vineyard USA has offered counseling and/or therapy sessions with trained professionals who specialize in trauma recovery and healing. As part of our ongoing commitment to strengthen our response to allegations of misconduct and abuse, Vineyard USA has developed a relationship with a nationwide care provider for these services. Vineyard USA is not aware of all those who participated in this investigation, so if you have participated in the investigation and would like to be referred to these services, please contact Vineyard USA ().
Vineyard USA has acknowledged the practical limitations of our historic structure that primarily relied on local Vineyard pastors and boards to resolve allegations and conflicts at their local level. In response, Vineyard USA has established a more robust way of receiving and investigating allegations of abuse. This has led to better systems to enable Vineyard USA to offer assistance, resources, training, and leadership in these circumstances.
Vineyard USA is committed to acknowledging our past shortcomings, being transparent when issues arise, building a stronger culture of accountability among pastors and leaders at all levels, and implementing better systems to address concerns regarding leadership conduct when they arise. We are committed to building an environment of trust and integrity and are dedicated to continuous improvement in our practices.
Vineyard USA & Civil Court Proceedings
Additionally, on October 21st, 2024 Vineyard USA was notified that it had been named as a defendant in nine civil complaints filed in civil court in the state of Minnesota against Jackson Gatlin, Michael and Brenda Gatlin, the Duluth Vineyard, and Vineyard USA. Due to the complex nature of the cases, claims made by various parties, and Vineyard USA’s desire to be above reproach in handling each case, Vineyard USA and its employees intend to refrain from providing further information or comments concerning any individuals involved in the nine cases until their resolution. Vineyard USA will provide periodic updates concerning the status of the cases.
Vineyard USA remains committed to seeing the truth brought to light. We understand that lawsuits of this nature can be a part of the healing process. Vineyard USA is committed to participating in the legal process with complete truthfulness and transparency and will expect the same from any Vineyard staff or leaders, current and former, whose participation is requested. We will continue to provide as much information as possible to ensure transparency during this trying time.
Reminder about Vineyard USA’s Ongoing Work
In 2022, Vineyard USA engaged Guidepost Solutions to perform an Institutional Assessment, reviewing structures and governance and assessing how they have allowed us to respond to significant issues (including allegations of misconduct and pastoral failings). The processes that have been put in place since the implementation of the national reorganization in January 2022 – and in view of recommendations offered by the Institutional Assessment provided by Guidepost Solutions in June 2023 – are designed to provide appropriate levels of accountability to pastors, Area and Regional Leaders, and National Leadership. To Vineyard pastors and leaders: VineyardUSA is working in cooperation with local pastors and churches to strengthen the nature of our relationship. Initiatives that are underway will support the training of pastors, leaders, and boards on areas of competency for every pastor and every church.

Gatlin Guidepost Solutions Investigation

Vineyard USA has received allegations of leadership misconduct related to the trans-local leadership of Michael and Brenda Gatlin (i.e. their time as Area Leaders, Regional Leaders, or overseeing Multiply Vineyard). With awareness of the practical limitations of previous processes and the defined scope of the GRACE investigation concluded in November 2023, Vineyard USA has determined the need to provide the opportunity for those leadership misconduct allegations to be investigated. Therefore, Vineyard USA has engaged Guidepost Solutions to conduct a limited-scope investigation related to non-criminal allegations of misconduct while serving as trans-local leaders for VUSA (i.e. ALs, RLs, Multiply Vineyard, Super Regional Leader and/or Trustee).

Update Regarding Duluth Vineyard

In local church matters of this sort, Vineyard USA (VUSA) is not inclined to make public comments regarding criminal allegations against a staff pastor, but actively supports the local church, its leadership, and those impacted with appropriate guidance and resources. However, this matter is complicated by two dynamics. First, the individual charged with criminal sexual conduct is the son of former senior pastors, Michael and Brenda Gatlin, and both Michael and Brenda Gatlin have a longstanding history of trans-local leadership in VUSA.
On November 20th, 2023, the Duluth Vineyard made public a report authored by GRACE. The scope of the report is identified as follows: “Duluth Vineyard Church in Duluth, Minnesota, engaged Godly Response to Abuse in the Christian Environment (GRACE) to conduct an independent investigation in the wake of allegations of sexual misconduct by alleged offender Jackson Gatlin.”
To the reporting victims of criminal sexual conduct: We continue to pray that you experience comfort, healing, and peace. We continue to pray that justice will prevail as the legal proceedings are ongoing. VineyardUSA is committed to the development and implementation of systems of confidential reporting, trauma-informed care, increased training, and greater structures of accountability.
To the staff, leaders, and community of the Duluth Vineyard: We pray for continued healing for the entire church family. The information contained in the criminal filings and subsequent GRACE report are painful, hard to read, and for some, hard to reconcile. We pray that God will meet your entire community as you reflect on the findings and work together to address the recommendations offered by GRACE.
Additional Allegations of Leadership Misconduct Against Michael and Brenda Gatlin
Shortly after criminal allegations were made public, additional allegations of leadership misconduct (failure to report, abusive conduct, bullying, etc.) were asserted by current and former Duluth Vineyard staff members, church and community members, as well as some current and former Vineyard pastors. Allegations were provided directly to Vineyard USA, others to VUSA by the Duluth Vineyard, and others were made online via media and social media. A small number of reporters contacted the Vineyard USA confidential reporting mechanism supported by Guidepost Solutions. Any allegations related to Gatlin’s conduct as leaders of the Duluth Vineyard were directed to GRACE to be included in the full investigation. The final report from GRACE calls into question the conduct and quality of leadership exhibited by Michael and Brenda Gatlin and the resulting culture of the Duluth Vineyard. Similar conduct has been reported to VineyardUSA beyond the scope of GRACE investigation.
Historic Shortcomings in Vineyard USA Oversight and Reporting Procedures
A representative example of Vineyard’s challenges with translocal oversight can be seen from the following information.
On March 16, 2023, (approx 45 days after allegations against Jackson Gatlin were made public) an email with the subject line “A Formal Concern / Complaint To The VineyardUSA Board Regarding Michael Gatlin” was resubmitted to current and former VUSA board and staff members for review. The reporter, a former Vineyard pastor, indicated that a select group of Vineyard USA Executive Team members had received the original complaint of leadership abuse via email in 2014. The email from 2014 alleges both translocal and local bullying behavior by the Gatlins. Upon receipt of the newly resubmitted information in 2023, Vineyard USA immediately shared this information with the Duluth Vineyard, GRACE, and Guidepost Solutions. Emails from members of the Executive Team in 2014 acknowledged receipt of the complaint and encouraged the reporter to engage with the Gatlins directly. To confirm its findings, Vineyard USA asked Guidepost Solutions to do a limited-scope investigation into what, if anything, was done with the formal complaint in 2014. As far as could be determined, no formal process of review or follow-up was implemented at that time. This particular situation is further complicated by the fact that, when made aware of the allegations submitted to VUSA, Michael Gatlin informed the board of the Duluth Vineyard. In turn, the board investigated the allegations related to local church leadership outlined in the complaint. Documents reveal that the board investigated the matter internally and dismissed the claims of the reporter based on interviews of Duluth Vineyard staff members.
As Vineyard USA has become aware of the practical limitations of our processes, we have been compelled to offer a more robust way of receiving and investigating allegations of abuse and misconduct against pastors, leaders, and translocal leaders.
To the reporting victims of leadership misconduct: Vineyard USA offers our sincere apology to those who may have experienced leadership misconduct in line with the findings of the GRACE report. Allegations not investigated by GRACE (but which were otherwise disclosed to Vineyard USA) are consistent in theme and description and describe behavior outside the conduct expected of leaders at any level of VineyardUSA.
Additionally, we offer a sincere apology to those who attempted to report leadership misconduct to the leadership of Vineyard USA, in this and other situations. Prior to 2022, we relied on local Vineyard pastors to resolve allegations and conflict at a local level. We have become aware of the practical limitations of that structure, and we felt compelled to offer a more robust way of receiving and investigating allegations of abuse. Our heart goes out to the people who were hurt prior to our efforts.
Vineyard USA’s Continued Work
The processes that have been put in place since the implementation of the national reorganization in January 2022 and in view of the recommendations offered by the Institutional Assessment provided by Guidepost Solutions in June 2023 are in response to the inadequate systems and insufficient manpower that was previously challenged to provide appropriate levels of accountability to pastors, Area, Regional, and National Leadership. Process of Church Discipline for Michael and Brenda Gatlin
The conduct that has been reported throughout the fact-finding process warrants the administration of church discipline. Vineyard USA affirms the responsibility of local churches to develop and administer church discipline as outlined in their governing documents and under the direction of its leadership. Based on the bylaws that govern the Duluth Vineyard, the responsibility of church discipline in this matter belongs primarily to the Duluth Vineyard. As with any local church, the sphere of authority over which the Duluth Vineyard has responsibility is limited.
Because of those limitations, Vineyard USA will administer church discipline within the sphere over which it governs by restricting any/all ministry opportunities for Michael and Brenda Gatlin until the process of restoration has been updated. Vineyard USA asks that all Vineyard churches remain up to date on the process of church discipline and any appropriate restrictions on participation. As of January 1, 2024, Vineyard USA is in contact with the Duluth Vineyard, Michael and Brenda Gatlin and the local Vineyard church which they are presently attending to facilitate the church discipline process. In the days to come, for the sake of all those impacted, it is important that Michael and Brenda Gatlin attend to the various allegations, seeking clarity when needed and providing adequate responses as requested.

- Vineyard USA will not make additional comments related to the criminal allegations unless deemed necessary once the ongoing legal proceedings are concluded.
- Vineyard USA will continue to support the Duluth Vineyard.
- Vineyard USA will administer church discipline within its sphere of authority.
- Vineyard USA will continue to strengthen the health of our national movement and local churches through training, confidential reporting mechanisms, and improved systems of accountability.
Update Regarding Duluth Vineyard
November 22, 2023
On November 20th, 2023, Vineyard USA was made aware that the final report was provided by GRACE to the Duluth Vineyard, and subsequently the church distributed via email to the congregation and their website. This report can be found on the Duluth Vineyard website in full. This report was commissioned by the local church, and we commend Duluth Vineyard’s decision to commission a third-party report. We are also grateful for their choice to make that report public, and their commitment to transparency, clarity, and healing for this difficult and complicated matter.
Vineyard USA is also committed to transparency and accountability. As such, VUSA is now working quickly to review the 95-page report to understand its findings, analysis, and recommendations. We anticipate the report’s findings will require follow-up with various individuals who may have participated in the investigation, in order to prepare an adequate statement from Vineyard USA.
Upon initial review of the report, the allegations are serious and grievous. To the reporting victims in these matters, we continue to pray that you experience comfort, healing, and peace. We pray that the acknowledgment of law enforcement and the pending legal process help to bring healing for you. We pray that justice will prevail.
From our initial reading, there are two major areas of concern:
- Criminal Allegations Against Jackson Gatlin
Vineyard USA will not make additional comments on these allegations until the completion of the St. Louis County case is resolved, in order to not impact the legal process. - The Leadership Misconduct of Michael and Brenda Gatlin
The final report from GRACE calls into question the conduct and quality of leadership exhibited by Michael and Brenda Gatlin, the resulting culture of the Duluth Vineyard, as well as their handling of the allegations against Jackson Gatlin. These allegations are significant. Due to the scale of the report, Vineyard USA is reviewing the report, working to assimilate the information in order to:
- Support the Duluth Vineyard in an ongoing manner,
- Attend to the allegations with Michael and Brenda Gatlin, and request them to address the allegations found in the report,
- Define a church discipline process,
- Clarify the next steps to strengthen the health of our national movement of local churches.
Vineyard USA will make more comments in the near future, communicating externally on this webpage with impacted people within Vineyard USA.
Update Regarding Duluth Vineyard

This page has been the primary location for Vineyard USA to provide update to pastors, leaders, reporting victims and onlookers as we monitor the activity related to allegations of sexual and leadership misconduct.
On October 3, 2023 Jackson Gatlin, was charged with criminal sexual conduct and taken into custody in St. Louis County, MN. Five criminal complaints were filed against him. You can find additional information on the Duluth Vineyard webpage here.
The Probable Cause documents associated with these criminal charges also allege that Michael and Brenda Gatlin were made aware, in or about 2012, of the criminal conduct of Jackson Gatlin by the victims or their families. The documents allege that concerns brought to Michael and Brenda Gatlin were not acted on.
To the reporting victims and their families – We pray that you experience comfort, healing and peace. We acknowledge your courage and thank you for your bravery. We pray that the acknowledgement of law enforcement and pending legal process helps to bring healing for you. We pray justice would prevail. To reporters and reporting victims – Vineyard USA continues to encourage reporters and reporting victims of these and other allegations to reach towards the appropriate investigative outlet.
- Law Enforcement – Duluth Vineyard and Vineyard USA have encouraged anyone who has knowledge of a crime to contact local law enforcement.
- GRACE (Godly Response to Abuse in Christian Environments) – Duluth Vineyard contracted GRACE in early 2023 to conduct a thorough and independent investigation of the allegations and any contributing factors. Vineyard USA has cooperated with GRACE by referring reporting victims and providing relevant documentation.
- Guidepost Solutions – Vineyard USA launched a confidential mechanism of reporting for those. You can find more information about that reporting hotline here.
To Vineyard pastors and leaders – Vineyard USA responded to the allegations immediately. As initial information came available, VUSA took decisive action regarding Brenda and Michael Gatlin’s respective employment and leadership roles. VUSA’s ongoing communication with the Gatlins has included the express expectation that all parties participate in investigative processes, tell the truth, submit to the appropriate authorities, and adhere to any disciplinary processes implemented by the Duluth Vineyard and/or Vineyard USA.
From the onset, Vineyard USA was invited by the Duluth Vineyard to support their efforts to address these allegations with truthfulness and integrity. This has included ongoing consultation with the Board, pastors and staff of Duluth Vineyard, multiple site visits from national and translocal leaders, and referrals to professional services and helpful resources. As a “local church movement” this is our standard approach to crisis management and support, including criminal allegations of this nature, as the local church is the governing authority. VUSA has deferred to the Duluth Vineyard privately and publicly not wanting any of our actions to interfere with their pastoral care or investigations.
Vineyard USA has stated that it would wait until the completion of all investigative processes to make public comment.
- At present the legal system has conducted its preliminary investigations and has determined probable cause for the arrest of Jackson Gatlin. The case will move forward in the criminal justice system.
- GRACE is still conducting its investigation into the allegations and any contributing factors related to the culture of Duluth Vineyard.
- Vineyard USA contracted Guidepost Solutions to do a limited-scope investigation into concerns related to Michael and Brenda Gatlin’s leadership. This report was completed in July 2023 and has been shared with the leadership of Duluth Vineyard.

As we continue to support the Duluth Vineyard, Vineyard USA has been made aware that Jackson Gatlin, former Duluth Vineyard pastoral assistant and son of Brenda & Michael, was arrested on Tuesday, October 3, 2023.

Update Regarding Brenda Gatlin

Dear Pastors & Leaders,
Vineyard USA has suspended Brenda Gatlin pending an investigation related to the handling of allegations of sexual abuse and leadership misconduct while serving as pastor of the Duluth Vineyard. The investigative process will include active GRACE and police investigations, as well as Vineyard USA’s internal review of information that has been made available as a result of these allegations coming to light.
Vineyard USA initially placed Brenda Gatlin on a 30-Day Leave of Absence on February 1, 2023 allowing time for Vineyard USA to support the Duluth Vineyard, for individuals to focus on the investigative process, and to gather information material to this decision. Regional Leaders, Area Leaders and local pastors within the regions she had been overseeing were informed at that time.
Brenda’s Super Regional duties will be covered by John Elmer and Joel Seymour. For the immediate future, John Elmer () will serve as the interim Super Regional Leader for the Midwest North and Northwest Regions and Joel Seymour () will serve as the interim Super Regional Leader for the Mountain Region. They will continue to support all Regional and Area Leaders, who have all been advised of these developments and are available to support you as well.
Additionally, the Board of Trustees has placed Michael Gatlin on a 90-day Leave of Absence.
